Palin has spoken many, many times and there is no evidence she had anything written on her hand every time she speaks. That means that she RARELY needs notes, and rarely needs a cheat sheet. Obama on the other hand rarely speaks without a teleprompter, which means he always needs a cheat sheet to spell out his beliefs.
