If true can someone square that set of issues for me? Whether one agrees with the President's determination to regularize these people or not, rather than try to hide behind Congress he ought to just belly up and grant these folks amnesty from their immigration/visa violations and do most of the rest by executive order. Document, tax, and employment fraud could then be vigorously enforced.
