Tom Harkin is trying to have it both ways.  See his quote:

“That is a good question. I don’t know what they’re engaged in, what they are trying to do. Our military is being abused, abused by this administration. Abused.”

OK, he doesn’t know what they are trying to do, but he is certain they are being abused by the Administation.

Translation: I’m just going to bash the President to score points, facts be damned.¬† The Iowa Republican Party needs to find someone credible to run against him.
