		<description>And one point that doesn't seem to be mentioned much is that Blanco and Nagin PITCHED the hurricane plans that were practiced and co=ordinated with FEMA and the feds...this in turn threw a total monkey wrench into the whole preparedness and rescue operation. It was a domino effect.

Having previously lived in New Orleans for 20 years, I can tell you that *everyone* knew that it takes 72 hours to evacuate New Orleans because of its being surrounded by water...which (duh) makes it particulary hard to handle AFTER a flooding of Lake Ponchartrain into the city. Bush had to *beg* Blanco and Nagin to issue a mandatory evac.  Note: the President did not violate posse comitatus..can you imagine if he had? Impeachment from the left!

The real truth is that those who stayed simply were grandiose in their beliefs that they would not be hurt by the storm or the levies overflowing.</description>
